Shillong, Oct 13: The All Jaintia Muster Roll Workers & Labour Union has lauded Chief Minister Conrad K Sangma for raising the cessation age of muster roll workers from 58 to 60 years, while urging the government to ensure the order benefits those affected by last year’s notification.
In its memorandum to the Chief Minister on Monday, the Union said the September 15, 2026 cabinet decision has given new hope to thousands of families dependent on muster roll jobs.
“Your kind attention to matters relating to wages, retirement age, maternity leave and benefits, EPF and other welfare measures implemented through the Building and Other Construction Workers’ Welfare Board under Labour Department has brought renewed hope, encouragement and confidence to thousands of workers and their children,” the Union told the Chief Minister.
It added, “We extend profound gratitude for prescribing 60 years as the age of cessation of engagement for muster roll workers. This secures livelihood and dignity of our workforce during twilight years.”
The Union flagged that Personnel & AR (B) Department’s Notification No. PER(SR)33/2009/13 dated September 25, 2025, which denotified the earlier order allowing engagement up to 65 years, had created confusion and led to premature retirements.
It demanded that the new 60-year ceiling be made effective from September 25, 2025, and that those forced to retire after that notification be reinstated till they attain 60.
“The cessation age should be effective from September 25, 2025, the date on which Commissioner & Secretary Personnel & AR (B) Department issued the denotification. Government should humanely allow those who were forced to retire prematurely after the notification to resume service until they fully attain 60 years,” it said.
The Union further requested the Chief Minister to direct all departments to expedite EPF coverage under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, and to set up dedicated Muster Roll Workers Welfare Boards in all technical and field departments on the lines of the BOCWB, not just in PWD and PHE.
It also suggested transferring oversight of muster roll workers from Personnel & AR (B) Department to Labour Department for faster delivery of benefits.
