Overview
Cloud waste is rising, with Flexera reporting 29% of infrastructure and platform spending wasted in 2026, increasing pressure on CIOs to improve cost management.
CIOs are strengthening financial accountability through dedicated FinOps teams, cross-functional reviews, real-time dashboards and resource optimization to control cloud expenditure and identify savings.
AI spending requires closer monitoring as organizations adopt generative AI services and GPU workloads, making spending limits, usage tracking and business-value measurements increasingly important.
Cloud spending is now one of the biggest items in any IT budget, and CIOs are finding ways to bring it under control. The most common approach is to give every cost a clear owner, watch usage as it happens, and link each dollar to a business result. Gartner expects worldwide IT spending to reach USD 6.37 trillion in 2026, up 14.2% from 2025, and cloud and AI workloads drive much of that growth. Flexera’s 2026 State of the Cloud Report adds that 29% of cloud spend is wasted, the first rise in five years. The sections below explain how leading CIOs respond, and what any IT team can learn from their methods.

Why Cloud Bills Are Rising Again
Flexera surveyed 753 cloud decision-makers, and the results show wasted infrastructure and platform spend climbing to 29% from 27% a year earlier. The report also flagged a 17% overspend against public cloud budgets. Generative AI is a large part of the story. Use of GenAI public cloud services rose to 58% from 50%, and GPU environments start and stop faster than a quarterly review can follow. Cloud costs also change with usage, resource size and pricing model, so forecasting is harder than it was with fixed hardware budgets. Many CIOs now treat cost control as a daily task rather than a yearly one.
Giving Every Cost a Clear Owner
CIO Influence points out that cloud costs often spiral when no one feels directly responsible for them. Strong CIOs fix this early by naming an owner for each cloud account, project and workload. Teams tag resources so every charge can be traced to a business unit, and finance reviews the numbers with engineering each month. ManageEngine notes that attributing costs to business units is one of the hardest parts of the job for CIOs. Flexera found that 71% of organizations now run a cloud center of excellence and 63% have a dedicated FinOps team, which shows how common shared ownership has become.
Building Visibility Across Every Cloud
Leaders cannot manage what they cannot see, and many companies spread workloads across several providers. A single view of spending across all major clouds helps CIOs spot trends, cost drivers and returns by department. Good dashboards also reveal idle resources that keep charging after a project ends. Hidden IT spend sits in other places too, including unmanaged software subscriptions and shadow purchases made by business teams. Flexera reports that 8% of organizations do not track SaaS costs at all, up from 5% a year earlier. Closing that gap is often the fastest first step toward a reliable budget.
Cutting Waste Through Smarter Buying
Most savings come from simple technical habits applied with discipline. Rightsizing matches server size to real demand, and automated scaling adjusts capacity so teams pay only for what they use. Tiered storage moves older data to cheaper options, and network charges get a closer look since they are often overlooked. Purchasing also matters. Flexera found that fewer than half of organizations use any single commitment discount for each cloud provider, and more than half still rely heavily on on-demand pricing. CIOs who negotiate with providers and use reserved capacity for steady workloads usually find savings that do not require any change to the service itself.
Bringing AI Spending Under Control
AI has become the newest budget challenge. According to the FinOps Foundation's 2026 report, as covered by Tech Insider, 73% of organizations exceeded their AI budget in the last cycle. The same report names FinOps for AI as the top forward-looking priority. CIOs respond by setting spending limits for model training, tracking cost per request, and reviewing GPU use weekly. CIO Influence also encourages leaders to use AI itself to find inefficiencies faster, automate savings and improve forecasts. Teams that build these habits early are better placed to scale AI projects without surprise invoices.
Linking Budgets to Business Value
The most mature CIOs judge cloud spending by what it delivers rather than by how much it costs. Flexera found that 64% of organizations measure cloud progress by value delivered to business units, up 12 percentage points from the prior year. Nearly half now track unit economics, such as the cost of each customer order or each service call. Savings are then moved into new projects instead of being left unused, which is a point ManageEngine stresses for CIOs who want IT seen as a driver of growth. Hybrid setups and multiple providers can also help balance cost, resilience and vendor risk.

What CIOs Should Do Next
Cloud cost control now depends on steady habits rather than one-time cuts. CIOs who assign owners, build clear dashboards, buy capacity wisely and measure results by business value are in the strongest position as AI workloads grow. A practical starting point is a monthly review that brings finance, engineering and business leaders together around the same numbers. With waste near 29%, even a modest improvement can free a meaningful budget for new projects. The organizations that treat every cloud dollar as a business decision will be the ones that spend with confidence.
FAQs
1. Why is cloud spending increasing in 2026?
Cloud spending is rising as businesses expand cloud infrastructure, adopt generative AI and run GPU-intensive workloads. Variable usage, resource sizing, data transfer charges and software subscriptions make budgets harder to predict, encouraging CIOs to strengthen cost monitoring and financial accountability.
2. What is FinOps, and how does it help control cloud costs?
FinOps combines financial management, engineering and business decision-making to improve cloud spending. Teams use cost allocation, usage monitoring, forecasting and optimization to identify waste, assign responsibility and ensure cloud investments support measurable business outcomes.
3. How can CIOs reduce cloud infrastructure waste in 2026?
CIOs can reduce waste by rightsizing servers, removing idle resources, automating scaling and moving older data to lower-cost storage tiers. They can also review network charges, negotiate provider discounts and use reserved capacity for predictable workloads while maintaining performance.
4. How can businesses control rising AI infrastructure costs?
Businesses can establish AI project budgets, set spending limits, monitor GPU utilization and measure the cost of each model request. Regular reviews of training expenses and inference workloads help teams identify inefficiencies before spending exceeds approved budgets.
5. How should CIOs measure the business value of cloud spending?
CIOs should connect cloud expenditure to measurable outcomes, such as cost per customer order, service delivery efficiency, revenue growth and application performance. Tracking unit economics alongside infrastructure costs helps organizations evaluate returns and redirect savings toward higher-value projects.
