New Thailand baggage search rules take effect today, October 16, allowing airport security officers to open suspicious checked luggage without passengers being present.
The Civil Aviation Authority of Thailand (CAAT) confirmed that the measures apply when X-ray screening identifies suspicious objects, prohibited items or potential aviation security threats. The changes aim to strengthen airport security while reducing flight delays caused by locating passengers before their bags can be inspected.
Under the new procedures, security officers may open checked bags without notifying their owners in advance, provided there are reasonable grounds for further inspection.
CAAT stressed that the measures do not permit indiscriminate searches of passengers’ luggage. Bags may only be opened when screening identifies something that warrants closer examination.
All inspections must take place in designated areas, with the process recorded and evidence retained. The records must make it possible to identify who conducted the search and what was discovered inside the luggage.
Passengers must also be informed afterwards that their bag was opened. A Notice of Baggage Inspection will be placed inside the luggage to explain that an inspection was carried out.
The regulator said the checked baggage inspections are consistent with international aviation security practices already used in countries including Singapore, Japan, South Korea and the United States, as well as several countries in Europe and the Middle East.
The new baggage search regulations in Thailand were originally published in February, with implementation scheduled for October 16 to give airport operators, airlines and relevant agencies time to prepare staff, systems and passenger communications.
CAAT subsequently issued clarifications in August, emphasising that the new powers would only be exercised where security concerns justified opening a bag.
Passengers are advised to use internationally recognised luggage locks, such as TSA-compatible locks, which security officers can open using specialised equipment when necessary. This can help prevent damage to suitcases during inspections.
Travellers should also check their bags for prohibited items and dangerous goods before arriving at the airport. CAAT recommends keeping valuables, fragile belongings and important documents out of checked luggage.
Passengers who experience problems or damage resulting from a baggage inspection can file a complaint through their airline or contact CAAT through its online complaints system.
The regulator said the revised procedures are intended to maintain aviation security while making baggage screening more efficient, particularly by removing the need to locate passengers whenever suspicious items require further examination.
