Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhary on Monday informed the Senate that the emergency in Khyber Pakhtunkhwa had been imposed in accordance with the constitutional procedure under Articles 232 and 234.
Responding to various points raised by the Leader of the Opposition, he said that presidential proclamations had been issued under Articles 232 and 234 and later endorsed by the National Assembly, the Senate and a joint sitting of Parliament. The PTI-led provincial government’s lack of cooperation in the fight against terrorism had contributed to the situation, he said.
He said federal ministers had repeatedly approached the KP chief minister, but the provincial government had neither provided the required cooperation to federal institutions nor fulfilled its responsibilities.
He said the emergency was imposed to restore peace, which is essential for development and public welfare. The first phase would focus on clearing 12 districts, after which law and order responsibilities would be handed over to the civil administration, he said.
Refuting impression of nepotism and favoritism, he said that the provincial advisory council comprised experienced professionals and technocrats, not political nominees.
Tariq Fazal said the government had made efforts to hold negotiations, but their failure was the PTI leadership’s responsibility. He said the federal government had no option but to continue the fight against terrorists until peace was restored.
The minister said the government remained ready to resolve differences through talks and that the committee formed by the prime minister was still available. However, he held the PTI leadership responsible for the failure of previous negotiations.
Referring to mining licences, he clarified that about 400 had been issued before the PTI government, while more than 4,900 were granted during its tenure.
Regarding Pakistan’s defence agreement with Saudi Arabia, he said that it had been approved by Parliament. He said Pakistan was committed to supporting Saudi Arabia and safeguarding the Haramain Sharifain, and would extend all possible assistance.
