Expats · Ghana
For most American expats, the best place to live in Ghana is Accra, and above all its gated eastern and airport-side districts of East Legon, Airport Residential and Cantonments. Kumasi ranks third for culture and a slower pace. Ghana is rated Level 2, “exercise increased caution”, by the US State Department, with the north rated higher.
Key Facts
—Who. American retirees, remote workers and families weighing West Africa’s English-speaking democracy, which is a popular destination for the African diaspora.
—What. Four areas ranked on safety warnings, services, medical access and entry rules: Accra’s eastern districts, Osu and Labone, Kumasi, and Cape Coast.
—Why it matters. The US State Department says emergency medical services outside Accra are limited and advises Americans to reconsider travel to the northern border regions, so the capital region is the practical base for newcomers.
—Entry. Americans need an electronic visa from the Ghana Immigration Service portal, launched on 25 May 2026, at a reported fee of US$260 for tourism or business.
—Safety. Advisory level 2 of 4, “exercise increased caution”, issued on 7 July 2026; violent crime, including carjacking and street mugging, occurs, often after dark.
The Short Answer: Accra First, and Stay Near It
East Legon, Airport Residential and Cantonments rank first because they combine gated compounds, access to Kotoka International Airport and the largest choice of international schools and clinics. Osu and Labone rank second for restaurants, nightlife and the beach at Labadi.
This ranking is our editorial judgement, not a statistical index. We found no dated, official crime rate for individual Accra districts, so the order rests on the State Department advisory, on where services are located and on how Ghanaian property portals describe each area.
| Rank | Area | Best for | Main drawback |
|---|---|---|---|
| 1 | East Legon, Airport Residential and Cantonments (Accra) | Gated housing, schools, airport access, diplomatic community | Traffic; higher prices than the rest of the city |
| 2 | Osu and Labone (Accra) | Restaurants, nightlife, short trips to the beach | Noise and crowds; petty crime after dark |
| 3 | Kumasi (Ashanti Region) | Culture, university life, a slower pace | Fewer expat services; limited emergency care |
| 4 | Cape Coast (Central Region) | History, coastal setting, lower profile | Small expat community; long trip to Accra for specialist care |
How We Ranked, and What Washington Says About Ghana
The US State Department rates Ghana Level 2, “exercise increased caution”, in an advisory issued on 7 July 2026. It cites crime, limited health infrastructure and violence against women, and says violent crime such as carjacking, street mugging and assault occurs, often at night and in remote places.
The advisory tells Americans to reconsider travel to the northern border in the Upper East Region, the Northeast Region, the Upper West Region and the areas of the Savannah Region west of the N12 highway. The advisory cites crime in these areas.
Advisories change, so read the full text on the State Department site before you travel.
1. East Legon, Airport Residential and Cantonments
These districts sit in the eastern and central parts of Accra and hold much of the capital’s expat housing, with gated compounds, backup generators and water tanks among the typical features. East Legon is about an 11-minute drive from Kotoka International Airport, according to a Ghanaian property portal.
Cantonments is home to many diplomats, which adds services but also traffic around embassies. The State Department says emergency medical services outside Accra are limited, which is the strongest reason we place the capital region first. Our healthcare guide lists the main private hospitals.
2. Osu and Labone
Osu is the entertainment heart of Accra, and Labone is a quieter residential neighbour with easy access to Labadi Beach. They suit younger professionals who want restaurants and bars within a short ride.
Crowds and late-night noise come with the location, and petty theft is a recognised problem across Ghana. Use a ride-hailing app after dark and avoid carrying valuables. Our Is Ghana safe for expats guide covers the precautions.
3. Kumasi
Kumasi is Ghana’s second city and the capital of the Ashanti Region, home to the Manhyia Palace Museum and the KNUST university. It has a slower rhythm than Accra and a smaller foreign community.
Because emergency services outside Accra are limited, Kumasi suits healthy newcomers with good insurance. Confirm that your policy covers evacuation to Accra or abroad.
4. Cape Coast
Cape Coast is a historic coastal town in the Central Region, known for its colonial-era castle and its place in the story of the Atlantic slave trade. It draws heritage visitors and a small number of long-stay residents.
We rank it last for newcomers because the expat community and services are smaller, and specialist care is far away. It can work as a base for people who already know Ghana well.
Entry and Residency: What the Rules Say
Americans must apply for an electronic visa before they travel. The Ghana Immigration Service launched its new e-visa portal on 25 May 2026, and a law firm’s summary reports a fee of US$260 for a tourism or business e-visa, with faster processing costing more.
Living or working in Ghana needs a separate permit, so a visit is not permission to settle. Our Ghana residency guide and retirement guide set out the options.
What It Means for You
If you are scouting Ghana, rent in Accra first and visit Kumasi or Cape Coast as day or weekend trips. Check your insurance for medical evacuation before you sign a lease.
Ghana’s statistics service publishes inflation data every month, and our Accra cost of living guide and Ghana hub carry the latest prices and news. We will update this guide when the advisory changes.
What Is Not Known
We could not confirm current rents by district or a crime rate for any Accra neighbourhood, and we took the advisory’s wording from reports of it as well as its summary. The ranking is therefore a judgement about services and published warnings, not a measured safety index.
Visa fees and advisories change often. Check the official sources listed below before you travel or sign a lease.
