Analysis
CISA's October 11 patch deadline arrives alongside FBI seizures of seven domains used by China-linked Integrity Technology Group and a seven-nation advisory warning of persistent critical infrastructure positioning.
Federal agencies face a hard deadline today, October 11, 2026, to remediate or discontinue use of five specific software products identified by CISA as actively exploited by the threat actor Flax Typhoon, also known as Ethereal Panda or Red Juliett. The Known Exploited Vulnerabilities catalog update, issued October 8, highlights a persistent security failure: the reliance on legacy software. The vulnerabilities span from 2015 to 2023, with the oldest entry, CVE-2015-3306 in ProFTPD mod_copy, dating back 11 years. This vulnerability carries a CVSS score of 10.0, underscoring the risk inherent in maintaining unpatched, aging infrastructure.
The full list of newly cataloged vulnerabilities includes CVE-2021-3199 (ONLYOFFICE Docs, CVSS 9.8), CVE-2023-22894 (Strapi, CVSS 4.9), CVE-2016-3081 (Apache Struts S2-032, CVSS 8.1), and CVE-2015-5477 (ISC BIND, CVSS 7.5). While federal agencies are legally bound by BOD 26-04 to address these by today, private sector organizations remain vulnerable to the same exploitation patterns, which often rely on the same trust-through-defaults failures observed in previous incidents like the Ships Without Auth synthesis.
The urgency of this directive follows a coordinated FBI and DOJ action on October 8 to seize seven internet domains used by Integrity Technology Group, a Beijing-based contractor with PRC government ties. The seized domains—c0cc[.]cc, 98aicai[.]com, 98aicode[.]com, outlook3650[.]com, youtubecard[.]com, linkedinns[.]net, and 98aiblog[.]com—were instrumental in operating two primary hacking tools: Microscan and FishHub. As detailed in a CyberScoop report, these tools provided the infrastructure for large-scale reconnaissance and spear-phishing campaigns.
Microscan, a vulnerability scanning tool powered by a Mirai-variant IoT botnet, conducted reconnaissance against a diverse set of targets, including a South Carolina power company, a multinational NGO, airports in Japan and Poland, and critical infrastructure in the Taiwanese natural gas and power sectors. FishHub, the spear-phishing component, facilitated follow-on malware delivery and unauthorized remote access, with approximately 20 Taiwanese universities confirmed as victims. A seven-nation joint advisory, AA26-281A, involving the US, UK, Australia, Canada, Japan, New Zealand, and Spain, confirms the global scope of these operations.
This intervention marks the second public disruption of Integrity Tech’s operations. In September 2024, authorities dismantled a Mirai botnet controlled by the company that comprised over 200,000 consumer devices. The recurring nature of these disruptions highlights the PRC’s reliance on private contractors to scale malicious cyber activity. FBI Assistant Director Brett Leatherman noted that Integrity Tech provided the capabilities necessary for widespread scanning and intrusions, stating that by disrupting these enablers, authorities aim to increase the cost for the PRC to target American networks.
The strategic intent behind these activities is long-term positioning. CISA acting executive assistant director for cybersecurity Chris Butera warned that Chinese government-affiliated actors are actively embedding themselves within critical infrastructure, including operational technology (OT) systems, to maintain the capability to disrupt essential functions at a future time of their choosing. The advisory warns that these actors combine automated scanning, large-scale botnets, and hands-on exploitation to steal sensitive data, often using password spraying on Microsoft Exchange servers and establishing persistence through VPN software.
For enterprise IT leaders, the pattern is clear: the exploitation of legacy vulnerabilities and the use of compromised consumer-grade devices remain the primary vectors for initial access. Defenders must prioritize the identification of legacy software within their environments and assume that automated scanning is a constant, rather than an intermittent, threat. The reliance on Integrity Tech by state-linked actors demonstrates that even when specific tools are seized, the underlying operational model—leveraging contractors to provide scalable, persistent access—persists. Security teams should treat the current CISA deadline not merely as a compliance exercise, but as a necessary step in hardening systems against a well-resourced, persistent adversary.
