Restoring trust
: Seoul must address Washington's concerns before intelligence disputes hurt alliance
An alliance can survive disagreements over policy more easily than doubts about its partner's discretion. That distinction matters as South Korea and the United States confront unusual frictions in intelligence cooperation, diplomatic engagement and political access.
Taken together, these fractures suggest that the fundamental assumptions underpinning the bilateral partnership require urgent repair.
The most consequential dispute concerns intelligence. In March, Unification Minister Chung Dong-young identified Kusong in North Korea as the location of a uranium enrichment facility during a parliamentary session.
Chung maintained that the information was already publicly available. Washington apparently reached a different conclusion, subsequently restricting Seoul's access to some North Korea-related intelligence.
The dispute has had tangible consequences. In late June, Korea's National Intelligence Service was excluded from a trilateral working-group meeting with the US and Japan on North Korean cyber threats. The NIS acknowledged its absence this month, describing the episode as a past misunderstanding while insisting cooperation continues.
On Friday, a senior U.S. official said Washington expected Seoul to uphold long-standing alliance standards, particularly in intelligence and counterintelligence.
The message points to a basic condition of intelligence sharing: Sensitive material must be protected and handled according to agreed rules. Once confidence weakens, cooperation can become selective even when formal alliance commitments remain intact.
On Sunday, the NIS denied a local news report that Washington had restricted intelligence sharing with Seoul over North Korea to missile-related information. Yet the denial leaves unanswered which restrictions remain and what would persuade Washington to lift them.
Diplomatic signals have added to the unease. Rep. Jung Chung-rae, former leader of the ruling Democratic Party of Korea, has been unable to obtain a US visa for a planned parliamentary audit of Korean diplomatic missions, forcing a change in itinerary. Washington says his application remains under review.
Another unusual development is the delay in an introductory meeting between US Ambassador Michelle Steel, who arrived in late July, and Unification Minister Chung Dong-young.
When such omissions accompany acknowledged intelligence restrictions, dismissing each as an isolated administrative matter becomes inadequate.
The deeper challenge concerns strategic expectations. Seoul has reasons to preserve space for independent diplomacy toward Pyongyang and Beijing. Washington expects an ally to exercise particular care where intelligence security and shared defense objectives are concerned.
These expectations need not be irreconcilable. The difficulty arises when differences go unexplained through trusted channels or Seoul's officials send conflicting signals on security priorities. Washington, too, must explain its demands clearly if it expects Seoul to address them.
The Lee Jae Myung administration should move beyond routine assurances that bilateral cooperation remains strong. A senior-level mission to Washington could establish which intelligence restrictions remain, what safeguards US officials require and what steps would restore normal exchanges.
Seoul should examine its information-handling procedures and ensure sensitive disclosures receive proper scrutiny. Washington, for its part, should clarify its concerns through established diplomatic channels rather than leave its ally guessing.
South Korea must also resist turning every disagreement into a test of national dignity. Alliance management requires candor, including acknowledgment of mistakes where warranted. Strategic autonomy does not require treating American concerns as inherently illegitimate, nor does alliance loyalty require abandoning independent judgment. The objective is to reconcile sovereign decision-making with the obligations of a security partnership.
The alliance remains the bedrock of South Korea's security in a region where North Korea's cooperation with Russia and China complicates the strategic environment. But sentimental appeals to shared history will not preserve it.
The current frictions need not become a lasting rupture if both governments address their causes before suspicion becomes institutional routine. An alliance is only as robust as the daily habits of trust that sustain it; once those erode, no amount of diplomatic rhetoric can fill the void.
