A video has gone viral on social media showing a heated argument during which a contractor threatened to slap and verbally abused the director of a Department of Agricultural Extension (DAE) project after he refused to award an e-tender.
The incident took place at the project director's office at the DAE headquarters on Khamarbari Road in Dhaka yesterday (14 October).
The CCTV camera footage shows the contractor, wearing a white shirt and identified as Hasanur Zaman Mintu, raising his right hand and threatening to slap Project Director Md Mostafa Kamal, which led Kamal to respond angrily in a similar fashion as the argument escalated.
As Mintu kept talking, Kamal was seen and heard protesting vehemently, saying he had a Jatiotabadi Chhatra Dal background and it was not that easy to threaten and make him do something against his wishes.
The third person present in the room was seen trying to calm both of them down and act as a mediator. After the argument, Mintu was seen leaving the room.
Speaking to The Business Standard today (15 October), Kamal, the director of the Greater Mymensingh Region Crop Intensification Project, said he had travelled from Mymensingh to attend an Asian Development Bank (ADB) meeting.
He said that when he went to the liaison office around noon, Mintu and another man named Milon entered his room. The men asked him to award them an e-tender for a project. He told them to submit the required documents and said they would be considered if they met the eligibility criteria.
"When I asked them to show their Import Registration Certificate (IRC), they could not produce it," he said.
Kamal said that at one point, Mintu called someone over the phone and put the call on loudspeaker, after which they began using abusive language. Soon after, as Kamal refused to break procedure, Mintu raised his hand and said he would slap Kamal and "put everything in order".
Amidst the argument, Kamal asked office assistants to call the police through the national emergency helpline 999. The two men left afterwards, he said.
He also said he had submitted a written application to file a general diary (GD) with the police for further legal action.
Meanwhile, Mintu has reportedly rejected the allegations regarding the e-tender demands.
