ISLAMABAD/ANKARA – Mecca Defence Pact signed by Pakistan, Saudi Arabia and Turkey offers glimpse into a powerful trilateral security arrangement, with collective defence, intelligence sharing and military cooperation at its core.
Here are 10 key takeaways from the pact as its full text is revealed. Turkey submitted the full text of the Mecca Defence Pact to its parliament, shedding light on the sweeping defence and security commitments agreed upon by Pakistan, Saudi Arabia and Turkey.
The 16-article agreement establishes a framework for collective defence, intelligence sharing, joint military training, counterterrorism and cooperation in defence production. Under its central provision, an externally originating armed attack against any one of the three signatories will be considered an attack against all members.
10 key takeaways from the Mecca Defence Pact
Withdrawal restricted for 10 years
The agreement will remain in force indefinitely once it enters into force through the required ratification procedures.
However, a signatory cannot withdraw during the first 10 years after the pact takes effect. After that period, a member wishing to leave must provide written notice to the other parties through diplomatic channels at least three months in advance. Withdrawal will not automatically terminate previously agreed projects, while obligations concerning the protection of classified information will continue.
Joint defence production, Tech development
The agreement calls for closer cooperation between the countries’ defence industries, including joint manufacturing, technology sharing, research and development, and military innovation.
The signatories may also exchange specialised expertise, train personnel and share lessons learned in defence research and industrial development. Such initiatives will be undertaken by mutual agreement.
Weapons, ammunition, fuel and other supplies
Article 10 provides for logistical assistance between the members during peacetime, wartime and other emergencies, subject to the availability and compatibility of support arrangements.
The assistance may include weapons, ammunition, fuel, spare parts and other equipment.
Attack on one to be treated as attack on all
The agreement’s most significant provision is its collective-defence clause. Article 2 states that an armed attack originating outside the alliance against any signatory will be regarded as an attack against all three countries.
The other members must immediately assist the country under attack using the means available to them, including military resources and capabilities. The nature and extent of assistance will be determined after assessing the support required.
Pact does not name any country as a threat
Despite its collective-defence commitments, the agreement does not designate any particular country or region as an enemy.
Article 1 instead requires Pakistan, Saudi Arabia and Turkey to safeguard one another’s independence, sovereignty, territorial integrity and internationally recognised borders, taking necessary measures to counter threats to these interests.
Saudi Arabia to host permanent secretariat
The pact provides for a permanent secretariat in Saudi Arabia to support the alliance’s Strategic Political and Defence Committee.
The secretary-general will serve a three-year term under a rotational arrangement among the founding members, with Pakistan providing the first officeholder.
Top military, civilian officials to oversee defence cooperation
A Strategic Political and Defence Committee will bring together the foreign ministers, defence ministers and chiefs of general staff of all three countries.
The body will provide strategic direction, strengthen defence and security cooperation and address implementation challenges. It will meet twice a year, with hosting rotating among the signatories. The countries’ leaders may also hold an annual meeting if considered necessary.
Other countries could join the alliance
The agreement leaves the door open for additional members, subject to approval by the three founding countries.
The Strategic Political and Defence Committee will establish the procedures and principles governing accession, with decisions requiring consensus among Pakistan, Saudi Arabia and Turkey.
Intelligence-sharing arrangements formally included
Article 9 establishes a framework for exchanging intelligence through secure channels agreed upon by the signatories.
The parties must comply with confidentiality, information-security and data-protection requirements, while access to classified material remains subject to the agreement’s security provisions.
Joint military exercises and training programmes planned
The pact encourages personnel exchanges between defence institutions, joint training programmes and military exercises during peacetime and wartime.
It also provides for deployments and other activities intended to improve interoperability between the three armed forces and strengthen their military capabilities.
Separately, Article 5 commits the three countries to strengthening joint efforts against terrorism, including cooperation at the operational level.
Turkey’s submission of the agreement to parliament marks a step in its domestic process. Under Article 16, the pact will enter into force when the final instrument of ratification is deposited with the secretariat of the Strategic Political and Defence Committee.
The supplied text does not establish whether all three countries have completed ratification.
Signed in Mecca on August 7, 2026, the agreement aims to formalise defence cooperation among Pakistan, Saudi Arabia and Turkey through mutual assistance, military coordination, intelligence sharing and defence-industrial collaboration. Its implementation will determine how these commitments translate into practical cooperation during security crises.
