Peskov Says Kremlin Open to EU Envoy if Focused on Genuine Peace

The Kremlin would support the appointment of a EU diplomatic envoy to participate in negotiations, provided that the designated representative demonstrates a genuine commitment to facilitating a peaceful settlement, Kremlin spokesperson Dmitry Peskov stated on Sunday, Oct. 25.

Speaking to Russian state news agency TASS, Peskov asserted that Moscow remains open to European diplomatic engagement, but accused Brussels of failing to adopt a constructive approach toward resolving the conflict in Ukraine.

“If the European Union puts forward a negotiator who genuinely wants to contribute to a peaceful settlement, we would support it,” Peskov said.

The Kremlin spokesperson criticized European leaders for procedural delays in establishing a diplomatic track with Moscow, claiming that the EU has long expressed an interest in appointing an interlocutor but lacks the institutional resolve to finalize a mandate.

Peskov alleged that the bloc “has wanted to do this for a very long time, but either cannot or does not dare to” designate a representative.

European deliberations over leadership candidates

Peskov’s comments arrive as European capitals actively debate appointing a high-level envoy to secure direct European representation in prospective settlement talks, amid concerns that bilateral engagements between Washington and Moscow could sideline European and Ukrainian security interests.

According to diplomatic sources cited by The Telegraph, five European leaders are under consideration to represent the continent in discussions with Russian President Vladimir Putin.

North Korea Expands Missiles and Drones With Russian Help

North Korea has advanced ballistic missiles and mass drone output using Russian technology, prompting South Korea to test a hypersonic missile.

The candidates include Italian Prime Minister Giorgia Meloni, Finnish President Alexander Stubb, Czech President Petr Pavel, Danish Prime Minister Mette Frederiksen, and Norwegian Prime Minister Jonas Gahr Støre.

European diplomats have reportedly initiated exploratory contacts with prospective candidates to evaluate their willingness to assume the role.

“There first needs to be a consensus that we need to negotiate with the Russians,” a source familiar with internal deliberations told the British newspaper. “Secondly, there needs to be a consensus on what that position is.”

The diplomatic initiative follows apprehension across European capitals regarding the Trump administration’s unilateral diplomacy with Moscow, which has included backchannel discussions on post-war economic ties alongside the bilateral commercial diesel agreement and executive sanctions waivers under the Lindsey O. Graham Act.

Institutional hurdles and envoy models

Reaching internal consensus across European institutions has proven complex. German Foreign Minister Johann Wadephul previously faced resistance over a proposal to lead European diplomatic efforts, while European Council President António Costa declined to undertake the envoy role during a recent meeting of European Union heads of state.

Diplomatic sources suggested that appointing a collective delegation of European leaders could prove more viable than selecting a single envoy, mitigating inter-state friction and reducing the likelihood of individual national vetoes.

The concept of a European negotiating representative has circulated for several months. In June, Meloni endorsed Stubb as a viable candidate to conduct dialogue between Kyiv and Moscow.

Stubb has maintained an active role in European coordination, participating alongside President Volodymyr Zelensky and US special presidential envoy Steve Witkoff in consultations in Oslo on Oct. 20.

Stubb has also maintained regular communication with US President Donald Trump, while asserting that asymmetric military pressure – including Ukrainian long-range strikes against Russian territory – remains essential to forcing Moscow into substantive negotiations.

Preparations for trilateral consultations

The Kremlin’s conditional opening toward a European negotiator coincides with diplomatic preparations for prospective trilateral talks between delegations from the US, Ukraine, and Russia.

Following an Oct. 21 meeting in St. Petersburg between Putin and Witkoff, the Kremlin confirmed that Moscow is prepared in principle to resume trilateral consultations in early November, with Abu Dhabi and Switzerland identified by diplomatic sources as prospective venues.

Zelensky has affirmed Kyiv’s readiness to engage in trilateral consultations provided that an enforceable ceasefire and binding security guarantees serve as baseline conditions, while warning that economic accommodations granted to Moscow without verified de-escalation merely prolong the conflict.
