The Minister of Economy and Trade, Suhail Abu Shiha, issued Decree No. (532) of 2026 yesterday, prohibiting the employment or use of foreign drivers to operate vehicles designated for the transport of goods and commodities within Libya. It said this is in accordance with prevailing legislation and regulations governing labour and road transport.
The decree encompasses the operation of trucks and vehicles used for transporting goods and commodities—whether for third parties or for employers—whenever such operation or employment falls under the scope of applicable Libyan legislation.
The Ministry said this decision is part of an effort to regulate road transport activities, strengthen compliance with labour market legislation, and ensure that such operations are conducted in accordance with the legal requirements in force within the country.
