SUWON — Gyeonggi Province will crack down on illegal pollution at construction sites where large-scale development projects, including third-phase new towns and public housing districts, are under way.
The province said on the 22nd that it will inspect 210 mid-sized and large construction sites across the province for two weeks from Nov. 16 to 27. Targets were selected mainly from sites near urban areas and those that have drawn repeated environmental complaints.
Inspectors will check whether operators have filed required reports, and amended reports, for projects that generate fugitive dust. They will also verify whether dust-suppression equipment such as barriers and screens has been properly installed.
The inspections will cover whether wheel-washing facilities for construction vehicles are in operation and whether dust-reduction steps such as side spraying are being carried out. Officials will also examine whether waste is being stored properly on site.
If violations are confirmed on site, the province plans to secure evidence and then pursue follow-up steps such as administrative penalties or criminal investigations in line with the law.
Failing to report a project that generates fugitive dust, or failing to take suppression measures, can draw a fine of up to 3 million won ($2,100) under the Clean Air Conservation Act. Failing to file an amended report can result in an administrative fine of up to 1 million won ($700).
Violating waste disposal standards can bring up to two years in prison or a fine of up to 20 million won ($14,000) under the Wastes Control Act. Violations of construction waste disposal standards can carry up to three years in prison or a fine of up to 30 million won ($21,000).
"We will focus our inspections on fugitive dust at large construction sites and improper waste handling," said Kwon Mun-ju, head of the Gyeonggi Province Special Judicial Police. "We will respond firmly to violations to protect residents' health and a clean living environment."
The Gyeonggi Province Special Judicial Police is also accepting tips from residents to stamp out illegal activity. Tips can be submitted through the unit's website and its KakaoTalk channel.
