The story so far
On October 15, Keralam Chief Minister V.D. Satheesan tabled the ‘Report of the Committee on a Comprehensive Review of Kerala Infrastructure Investment Fund Board (KIIFB)’ in the State Legislative Assembly. Headed by former Planning Commission member secretary Sudha Pillai, the committee had, over a three-month period, examined KIIFB in detail – its aims and objectives, its management apparatus and financial operations and their implications for Keralam’s government and finances. The sharply critical report observed that the “committee finds no case for the continuation of KIIFB as a body that raises funds and finances projects.”
On the political front, the report and its findings have set the stage for a fresh confrontation between the ruling Congress-led United Democratic Front (UDF) and the Opposition CPI(M)-led Left Democratic Front (LDF). Mr. Satheesan later told the media later that the government would consider ordering an investigation into the irregularities pointed out by the committee.
What is KIIFB?
Over the past decade, KIIFB has practically become a household name in Keralam. Closely identified with the Pinarayi Vijayan-led LDF government, which was in power for two terms from 2016, and CPI(M) leader and former Finance Minister T.M. Thomas Isaac, KIIFB operated as the main fund mobilising arm of the LDF government for big infrastructure projects. But it has a longer history. KIIFB was created as a body corporate via the Kerala Infrastructure Investment Fund Act 1999, on November 11, 1999, as the principal funding arm of the government for infrastructure projects.
It saw a makeover in both scope and structure in 2016 with the arrival of the Pinarayi Vijayan-led LDF government and the KIIFB (Amendment) Act. Through the amendment, a part of the Motor Vehicles Tax (rising up to 50%) and the entire petroleum cess was escrowed to KIIFB. As on June 30, 2026, KIIFB had approved projects valued at ₹1,00,341 crore. This consisted of 1,233 infrastructure projects valued at ₹77,151 crore and a land acquisition pool of seven estimated at ₹23,190 crore. KIIFB has released ₹42,327 crore, of which ₹30,824 crore was infrastructure projects and ₹11,403 crore for land acquisition.

The Comptroller and Auditor General of India (CAG) has repeatedly held that KIIFB’s model of raising extra budgetary resources represents off-budget borrowings which bypasses the limits set on government borrowings under Article 293 of the Constitution of India. The Centre dealt a big blow when it decided to deduct amounts equivalent to the State’s off-budget borrowing from its borrowing space. KIIFB also attracted controversy when the masala bonds issued by it drew Enforcement Directorate (ED) action against Mr. Vijayan, Mr. Isaac and then KIIFB chief executive officer K.M. Abraham.
What the five-member Sudha Pillai Committee found?
The panel concluded that cuts in the State’s borrowing space on the grounds that KIIFB borrowings are State borrowings meant that the original rationale for KIIFB – raising capital without consuming borrowing space – has been “extinguished.” From 2022-23 to 2026-27, these deductions reduced Keralam’s borrowing space by ₹25,932.55 crore. Keralam will need roughly ₹70,415.54 crore up to 2041-42 to service KIIFB’s debts and complete the projects it initiated, the committee said. “This will impose a significant fiscal burden on the State in the coming years,” the panel noted.
It detected deviations from constitutional provisions and the Rules of Business of the State, even to the extent that KIIFB had bypassed State Finance Department and government controls on occasion. It found that KIIFB’s cost of borrowing was higher than the State government’s borrowing cost. A more damaging charge is that – if Keralam had undertaken infrastructure investment directly instead of routing it through KIIFB, it could have spent ₹61,678.46 crore, against the ₹48,574.82 crore disbursed or held as cash by KIIFB.
The report notes the extremely low number of revenue-generating projects in the KIIFB bouquet, and that the majority of such projects are not, in fact, revenue-generating. Another issue pertains to regional and sectoral imbalances. As much as 41.6% of KIIFB projects were concentrated in three districts – Thiruvananthapuram, Kannur and Ernakulam. In the land acquisition pool, Kannur alone accounted for 52.9% of the total outlay and 74.7% of the acquisition for industrial development. Among sectors, Public Works alone accounts for 52.6% of approved infrastructure funds.
The panel has also questioned KIIFB’s decision to acquire land in Kannur and Palakkad districts, with 1,000 acres in Kannur alone. It cited instances where the Finance Department and the Council of Ministers were kept in the dark about KIIFB operations. The role played by Mr. Abraham, a former Keralam Chief Secretary and the long-time KIIFB CEO who has stepped down, has also drawn scrutiny. “At the present point of time, KIIFB, with its huge administrative structure, its complex relationship with administrative departments, the multiple roles vested in the CEO, its access to the resources of the State, its fund-raising track record, is seen to have deviated from the mandate and role,” according to the panel. Elsewhere, it noted that: “the entire set-up in KIIFB appeared to be cut off from the State government,” and that KIIFB, “over the last 10 years has weakened the system of governance.”
What are the committee’s recommendations?
The panel has recommended a performance audit by the CAG covering the period from 2016-17 to 2025-26. The State government should take over KIIFB’s debt obligations and stop KIIFB from borrowing from the market, it has said. KIIFB-funded infrastructure projects should be completed by government departments with funds specially earmarked in the State Budget. Further, the panel has asked the government to cancel the order escrowing the Motor Vehicles Tax and petroleum cess to KIIFB. It also urged the government to redeploy KIIFB staff, and bring KIFCON, the consulting subsidiary of KIIFB, under the State Planning Board. The Kerala State Industrial Development Corporation must take over KIIFB’s shareholding in Kerala Infrastructure Fund Management Limited (KIFML), a KIIFB-associated company.
What has the LDF’s response been?
Pinarayi Vijayan, who is now the Leader of the Opposition, has accused the UDF of backing the BJP-led Union government’s “agenda” to destroy KIIFB. He slammed the Sudha Pillai Committee report as a mere political document that parrots the allegations levelled by Mr. Satheesan. Echoing Mr. Vijayan’s stand, Mr. Isaac has reiterated his accusation that the Centre had started targeting KIIFB seeing that it was becoming “a success.”
Chief Minister’s stance
While in Opposition, the Congress-led UDF and Mr. Satheesan – then Opposition Leader – had aggressively opposed the KIIFB model. On his part, Mr. Satheesan, now Chief Minister, said the report has “vindicated” the UDF claims.
