Flávio Seeks Lula Probe Over US$99K Whisky

BRAZIL · ELECTION CAMPAIGN

Conservative presidential candidate Flávio Bolsonaro asked Brazil’s Supreme Federal Court on Friday 23 October 2026 to open a Lula probe over a rare whisky that banker Daniel Vorcaro reportedly bought for the president. The request lands two days before the Brazil election 2026 runoff, a vote that US holders of Brazilian shares and bonds are watching closely.

The Brazil runoff date is Sunday 25 October, when Brazil election polls show a very close race and Brazil election odds favor Flávio. The petition is a filing by Flávio’s lawyers, not a court decision, and no court has found that any crime took place.

What the Lula Probe Request Says

Flávio’s defense filed a supplementary petition to a criminal complaint against Luiz Inácio Lula da Silva, addressed to Supreme Court Justice André Mendonça. It asks that the case go to the federal prosecutor-general’s office, known as the PGR, so that a Lula probe can open into suspected passive corruption and administrative advocacy.

The lawyers write that the whisky was “not a gesture of affection between acquaintances” but “an advantage of significant economic value” offered to the head of the executive branch by a private party with direct interests before the federal administration, as CNN Brasil quoted the filing (translation ours). They argue that this alone strengthens the case for an inquiry, and they tie the gift to Vorcaro’s business before the federal government and the central bank.

The original complaint was filed on 23 September, when the lawyers relied on messages in which Walfrido Warde, then Vorcaro’s attorney, relayed Lula’s thanks for a whisky. Veja describes the new filing as a request by Flávio’s lawyers and not a Supreme Court decision or a conclusion that any offense occurred.

Flávio is a senator for Rio de Janeiro for the conservative Liberal Party (PL) and the son of former president Jair Bolsonaro. Lula, of the left-wing Workers’ Party (PT), is the incumbent seeking a new term.

What the Vorcaro Messages Show

The new element is a Veja report of 22 October based on messages from Vorcaro’s phone, which the Federal Police seized. On 29 October 2024 Vorcaro asked an assistant to check whether a contact could find a 1945 Macallan bottle at a London shop, adding that he needed to give it to Lula, according to Veja.

Hours later the assistant wrote that a bottle had turned up at “€80k++”, meaning more than €80,000 (about US$90,000 at today’s central-bank rate), and Vorcaro replied that it was great. Veja puts the price at about R$500,000 (about US$99,000), and says the bottle was to fly in from Dubai the next day.

The vintage matches the year of Lula’s birth, and the purchase was handled two days after his birthday on 27 October, according to the petition as Veja summarized it. Veja noted that a gift from Vorcaro was already known, and that the price was the new detail.

In a January 2025 message, Warde told Vorcaro that the president thanked him once more for the whisky and sent his regards, in Veja’s reproduction of the exchange (translation ours). The lawyers also point to an off-agenda meeting between Lula and Vorcaro on 4 December 2024, which Veja confirms took place.

How Lula Has Answered

Lula has said he does not recall receiving the whisky, and CNN Brasil quoted him telling reporters: “If he gave me whisky, I already drank it.” He added that he receives many souvenirs and does not know whether this one was given (translation ours).

On the meeting, Veja reports that Lula has said he only assured Vorcaro that the Banco Master case would be handled on technical grounds. We found no reply from Lula or his campaign to the Lula probe petition itself at the time of writing.

Who Vorcaro and Banco Master Are

Vorcaro is the former controller of Banco Master, a bank that was liquidated and whose collapse Veja calls one of the largest financial frauds in the country’s history. Veja reports that he was arrested on 17 November 2025 while trying to leave Brazil and that he is accused of several crimes.

Veja adds that the prosecutor-general’s office and the Federal Police rejected two plea-deal proposals from Vorcaro, citing omissions and a lack of evidence. Veja writes that he calls himself the victim of a political scheme, so his statements remain claims, not established facts.

We have followed the case in earlier reports on Brazil Banco Master Probe: Justices Say They Cannot Open Vorcaro’s Phone. The Lula probe request is the latest turn in a file that now reaches the campaign’s final weekend.

Where the Runoff Race Stands

Two polls reported on 23 October pointed in different directions, which is why the whisky story lands in a tight race. Alfa Inteligencia surveyed 2,700 voters from 18 to 22 October, with a margin of error of 1.9 points, and gave Flávio 52% of valid votes and Lula 48% (TSE registration BR-08496/2026), CNN Brasil reported.

Vox Radar interviewed 2,100 people from 20 to 22 October, with a margin of error of 2.15 points, and put Lula at 50.6% and Flávio at 49.4% (TSE registration BR-03259/2026). Alfa’s gap is four points and Vox’s is 1.2 points, against margins of error of 1.9 and 2.15 points on each candidate’s share, so the two polls disagree on who leads.

Both campaigns have been trading demands to open financial records at the electoral court, a dispute we covered in Lula Offers to Open Bank Records to Court. The Lula probe petition gives the Bolsonaro camp a new line in that argument.

What It Means for You

For US investors, the runoff result, not the Lula probe request, is what matters for Brazilian shares, bonds and the real, which the central bank’s PTAX rate put at R$5.0377 per US$1 on 23 October. The petition only asks a justice to forward the case, so it cannot settle anything by itself before Sunday.

Travelers and residents see no direct effect from the filing, which concerns a domestic legal request. Our guides Brazil Power Structure Explained 2026 and Brazil Geopolitics Explained 2026 explain who holds power, and our São Paulo expat city guide covers day-to-day life.

What Is Not Known

It is not known whether Justice Mendonça will forward the Lula probe request to the prosecutor-general’s office, or whether prosecutors will open an inquiry. The sources do not say how long that decision will take.

The messages show an order, a price quote and delivery planning, but the sources reviewed do not show the bottle reaching Lula, and Lula says he does not remember it. The price of about R$500,000 (about US$99,000) is Veja’s estimate for the day of the purchase, and the €80,000 (about US$90,000) figure is a quote from an assistant.

No response from Lula’s campaign to the 23 October petition was found. Nothing here establishes that any offense was committed.

What Prediction Markets Say

On Polymarket, an online prediction market, bettors give Flávio Bolsonaro a 76.3% chance of winning the 25 October runoff and Lula 23.5% (23 October, 3:23 p.m. ET). The Brazil Presidential Election event has drawn about US$192.8 million in bets, with about US$25.5 million on the Flávio contract and US$28.9 million on the Lula contract.

These prices are bets, not polls, and we draw no link between them and the whisky filing. Live prices are on our odds page.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

Has any court found that Lula did anything wrong?

No, because the petition is only a request by Flávio’s lawyers. No court or prosecutor has reached a finding on the whisky.

Who is Daniel Vorcaro?

He is the former controller of Banco Master, a bank that was liquidated, and he was arrested on 17 November 2025, according to Veja. He has had two plea-deal proposals rejected and says he is the victim of a political scheme.
